Spain's CAE system (RD 36/2023) turns energy savings into a tradable asset when the file reaches the verifier complete. Voombu prepares the file per catalogue measure (Order TED/845/2023): data and evidence per parameter, reproducible savings calculation, ownership and assignment chain, double-counting control, signature, sealed formal submission through the Portal, and export to the regional manager.
