Energy Savings Certificates: what makes a complete file and why verifiers value it

From savings to a tradable asset

RD 36/2023 turns evidenced energy savings into CAEs. Value depends on a file that reproducibly proves the action, calculation and ownership. Order TED/845/2023 organises standard actions through catalogue measures.

What a complete file contains

It identifies the measure or singular action, captures every required parameter, attaches dated evidence, reproduces the calculation, documents ownership and assignment, and records signature and submission.

Ownership and double counting

The same action cannot generate savings twice. Controls should cross-check location, beneficiary, dates, equipment and assignment agreements. A trace of who supplied each document and when prevents late issues.
